Diversity Insights Breakfast: The Blueprint for Organizational Change: Diversity, Equity, and Inclusion in Minnesota’s Capital City

Toni Newborn serves as the Chief Equity Officer for the City of St. Paul.

In her role as the Chief Equity Officer, Newborn leads the Equity Steering Committee, Equity Design Team and Department Equity Change Teams to provide support and guidance in integrating equity into the City’s services, engagement, policies and practices. The Chief will work in partnership with Departments to develop educational opportunities for City staff and residents to advance city-wide equity initiatives.

Newborn began her career at the City of Saint Paul in 2015, where she served as the Diversity and Consulting Services Manager in the Human Resources Department. In this role, she was tasked with managing the recruitment and selection process, organizational development and administering and developing recruitment strategies to diversify the city’s workforce. Prior to joining the City of Saint Paul, Newborn served as the Assistant Director of Civil Rights for the Complaint Division of the Minneapolis Department of Civil Rights which enforces Minneapolis’ anti-discrimination laws and policies. Newborn also serves as an adjunct professor at the University of St. Thomas School of Law.

Mrs. Newborn’s educational background commenced in Birmingham, Alabama, her home town, where she graduated from Birmingham-Southern College in 2003 with a B.A in Political Science. In 2007, she obtained a Juris Doctorate degree from William Mitchell College of Law in Saint Paul, Minnesota. Shortly thereafter, Ms. Newborn became a licensed attorney for the State of Minnesota in 2008.

Mrs. Newborn currently serves on the following boards and commissions: Douglas Dayton YMCA and the Minneapolis Charter Commission.
